Before any Advanced Pack is delivered, a Process & Optimisation Review is required to:

- Identify risks, dependencies, and constraints
- Confirm the recommended delivery approach
The output of the review is a clear recommendation on how to proceed, including whether the Advanced Pack should move forward.
